Terms of References - Regional Coordinating Committee (RCC)
Project Implementation Level
Project means Inclusive Education for Children with Disabilities in Ukraine
Components means Policy, Education and Civil Society
Regions means Lviv and Simferopol
An RCC for the pilot regions will be established in each region (Lviv and Simferopol) and will include representatives from all key Component (policy, education, civil society) working groups to ensure partnership representation (disability community, government, educational institutions, service providers) and gender equality. The RCC will work together with all three Component working groups. There will be a part-time regional coordinator and a part-time administrative assistant in each pilot region. The office space for the staff of RCC could be set up at the Inclusion Centers in the two pilot Regions, which must be physically accessible, open to all members of the RCC and the Project, equipped with a computer (and Internet access), fax and other equipment as required.
The RCC will be responsible for:
- Implementation of the Project at the regional level in accordance with the guidance provided by the Project Steering Committee
- Make recommendations to the National Advisory Committee and Project Steering Committee on Project implementation
- Meet on a monthly basis
- Communicate regularly with all levels of the Project
- Monitor project implementation within the region
- Support to all region-based events
- Appoint two regional representatives to the National Advisory Committee and two representatives to the Project Steering Committee
- Contribute information and narrative to all project reports
- The composition of each RCC shall include:
- the regional coordinator
- at least one part-time assistant to the coordinator
- one representative of the regional Department of Social Policy and Labor
- one representative of the regional Department of Education
- no more than four members from NGOs and other groups who have an interest in Project outcomes. There shall be at least two members (two co-leaders of the working groups) of each RCC who shall have a primary interest in each of the three Components of the Project.
Terms of References - Project Steering Committee (Canada – Ukraine/Overall Project Level)
Project means Inclusive Education for Children with Disabilities in Ukraine
Components means Policy, Education and Civil Society
Regions means Lviv and Simferopol
The Project Steering Committee will be established in June 2008 and will consist of:
- 4 representatives from Canadian partners (2 from CCDS, 2 from GMC)
- 3 representatives from the National Advisory Committee
- 4 regional representatives (2 from Lviv, 2 from Simferopol)
The Steering Committee will meet annually in Ukraine (2-day meeting; annual location to be determined by partners) and will be responsible to:
- Ensure that the purposes and objectives of the “Inclusive Education for Children with Disabilities in Ukraine” Project are met.
- Monitor the implementation of broad policy direction and ensure respect for and actualization of Project principles in each Component.
- Ensure consistency between Project Components, in particular that innovation; strategy and outcomes achieved in one component can be utilized by the other Components.
- Regularly review workplan and progress for the Project and all Components.
- In collaboration with coordinators, identify risks and challenges and develop risk mitigation strategies.
- Provide guidance, feedback and oversight to Project staff, Components and Regions.
- Identify opportunities and encourage collaboration among all Project participants.
- Ensure an active exchange of information and knowledge through a variety of methods, including: a) an information and knowledge based network both within and outside the Project; b) support the development and use of on-line forum; c) support the annual Project conference.
- Promote public awareness about the Project.
- Represent the Project in meetings with funders, governments and conferences.
- As a general rule, all decisions should be taking as a matter of consensus between the members of the steering committee. In circumstances where a vote is required, the eleven members of the steering committee shall vote on the question. The chair shall not have a vote, unless there is an equality of votes on either side of the question. In a case of an equality of votes the chair shall be entitled to cast the deciding vote.
